If it saddens god that people choose hell, why does he keep creating souls that he knows in advance are damned?

uming god doesn't WANT to be sad, why does he keep infusing immortal souls into people when he knows that person is going to end up in hell even before he grants them life? Seems like a tremendous waste of raw soul material if you ask me. Yah, yah, free will, free will, but that doesn't mean he didn't perform an action that he knew would sadden him (put a soul in a person who he knew was going to choose hell.) So what sort of perfect being deliberately sets the stage for situations that he *knows* are going to sadden him?
