Why isn't there more official video footage available of Michael Jackson's earlier concerts?

I've already seen the DVD's that you can get for him performing live in Bucharest for the Dangerous Tour and in Japan for the Bad Tour, but it would really be cool to see some of his more onscure performances, like the Victory and Triumph tours he did with his brothers.
